Governance Rules

Council’s Governance Rules are now open for community comment and have been redrafted in line with the new Local Government Act which came into effect on 24 March this year.

The Rules outline the procedures for Council Meetings and set the rules of behaviour or those participating and present at the meeting. They also outline the process for the appointment of the Mayor and Deputy Mayor.

Submissions close at 5pm on Thursday, 30 July. Further details including an online submission form are available on Council’s website – Open for comment, or in hard copy at any customer service centre.

2020-21 Budget adopted

The 2020-21 Budget was adopted by Council on Tuesday, 23 June. The Budget may be viewed on, or downloaded from, Council's website.

Notice of Intention to Make a Local Law

Local Law No 1 Use of Common Seal 2020 

Notice is hereby given that pursuant to section 119 of the Local Government Act 1989 at a meeting of Campaspe Shire Council held on 23 June 2020 Council resolved to give notice of its intention to make the Campaspe Shire Council Use of Common Seal Local Law No 1 2020.

The purpose of the law is to:

  1. Regulate the use of the Campaspe Shire Council Common Seal; and
  2. Revoke Campaspe Shire Council’s Local Law No 1 Meeting Procedures adopted and dated 3 December 2019.

A copy of the Draft Local Law and Community Impact Statement are available from Council’s website or customer service centres.

Any person wishing to make a written submission on the Local Law must do so before 5.00pm on 30 July 2020. Submissions should be addressed to the Chief Executive Officer, Campaspe Shire Council, PO Box 35, Echuca, 3564.

All submissions will be considered in accordance with Section 223 of the Local Government Act 1989. A person who has lodged a submission by the required date may request to be heard in support of their submission or appoint a person to appear on their behalf before Council.

Council will consider submissions (if any) at a Submissions Hearing meeting of Council to be held at 5:00pm Tuesday, 4 August 2020, at the Echuca Civic Centre Function Room and thereafter consider a further report on the matter at the Council Meeting on Tuesday, 18 August 2020 (if required).

Notice of Intention to Sell Land

Campaspe Shire Council (Council), gives notice under section 189 of the Local Government Act 1989 (Act) of its intention to sell by private treaty the following parcels of land (the Land):

Lot 2 on proposed PS827036S, comprised in Certificate of Title Volume 11549 Folio 506 known as Wilkinson Drive, Echuca(PDF, 50KB) to Roman Catholic Trusts Corporation for the Diocese of Sandhurst for a total of $605,000 (GST inclusive)

Lot 1 on TP419989T, comprised in Certificate of Title Volume 3721 Folio 147, known as Kyvalley Community Park, Scobie Road, Kyvalley(PDF, 109KB) to Kyvalley Swimming Club Incorporated for a total of $110 (GST inclusive)

Lot 17 on PS724007Y, comprised in Certificate of Title Volume 12001 Folio 891 known as 16 Kuhle Road, Kyabram(PDF, 65KB), to AAF Holdings Pty Ltd as Trustee for MT Flenley Superannuation Fund for a total of $77,000 (GST inclusive).

The proposed sales will be subject to contractual terms satisfactory to Council.

Council gives further notice under section 189 of the Local Government Act 1989 (Act) of its intention to sell the following parcel of land (the Land) by public auction (but, if the Land is passed in at auction, by private treaty):

Lot 1 on TP580161, comprised in Certificate of Title Volume 9425 Folio 911, known as Luth Street, Echuca(PDF, 67KB). Any person may make a submission on the proposal to sell the Land. Any person wishing to make a submission must do so in writing by Friday, 31 July 2020. All submissions will be considered in accordance with section 223 of the Act. Following the consideration of any submissions, Council may decide to sell the Land, part of the Land or not to sell the Land. Submissions should be addressed to the Chief Executive Officer and can be hand delivered to Council’s Civic Centre at 2 Heygarth Street, Echuca, emailed to [email protected] or posted to the Chief Executive Officer, Campaspe Shire Council , PO Box 35 ,ECHUCA VIC 3564.

Submissions received on the proposed sale of the Land will be included in the Council Agenda and Minutes published on Council’s website, including the personal information of the submitter. Please indicate in your submission if you do not wish your personal information to be identified in the Agenda and Minutes.

Any person requesting to be heard in support of his or her submission is entitled to be heard before Council (or its committee established by Council for this purpose), or represented by a person acting on his or her behalf, and will be notified of the time and date of the hearing. Further information regarding the proposal, including a plan of the Land, may be obtained from Council’s Property Manager, Sally Ruckwood on 03 5481 2200 or on Council’s website.

2021 Kindergarten registrations

Registrations are now open for three and four year old funded kindergarten programs at Echuca Central, Echuca East, Echuca South, Colbinabbin, Rochester, Lockington, Tongala, Gunbower, Stanhope, Berrimba, Pink & Blue and Goodstart Early Learning. Online applications are available on Council’s website. Hard copy applications can be accessed by downloading from the website or by calling 1300 666 535. Applications for first round offers close Friday, 31 July.

Lodge a request for service online anytime for waste, roads, rates, public toilets and more. Simply visit council’s website and click on the ‘lodge an online request’ tab on the home page. Payments can also be made online, through the “make a payment” tab.
