Echuca West Precinct Structure Plan
Amendment C117camp has been prepared and is now on public exhibition.
The amendment incorporates the:
- Echuca West Precinct Structure Plan, adopted by Council in September 2020
- Echuca West Contributions Plan
- Native Vegetation Precinct Plan
into the Campaspe Planning Scheme. It introduces the Urban Growth Zone Schedule 1 and the Development Contributions Overlay Schedule 1, to allow development of the precinct.
The amendment, once finalised, will unlock the next 40 years of residential land supply for Echuca, providing 5,000 new dwellings and a new community of 14,000 residents.
Where is it?
The plan comprises of 615 hectares of developable land and is bounded by:
- Murray Valley Highway to the north
- Northern Highway to the east
- Echuca West School Road to the south, and
- Stratton Road to the west.
Why do we need it?
The Echuca West Precinct Structure Plan will guide the future development of the precinct and includes a high-level Structure Plan showing the location of major infrastructure items including drainage, open space and traffic items. It will integrate existing local convenience centre, schools and community facilities.
Where is it up to?
The Echuca West Development Contributions Plan (DCP) is currently being prepared which identifies and costs infrastructure that is required to support future residential development in the precinct. This will ensure appropriate contributions for future infrastructure.

The amendment is currently on public exhibition, closing on Thursday, 26 August.
Two drop-in sessions have been arranged at the Echuca Library, 310 Hare Street, between 5pm to 7pm on:
- Tuesday, 3 August
- Thursday, 12 August
to assist the community, and allow for one-on-one discussion.
Any person who may be affected by the amendment may make a submission to Council. Submissions must be made in writing clearly stating the grounds on which the amendment is supported or opposed and indicating what changes (if any) the submitter wishes to make.
Submitters are required to provide name and contact details for Council to consider the submission, as well as to notify of the opportunity to attend Council meetings and any public hearing relating to the submission.
