Rate relief & financial support

Council has endorsed ongoing financial support measures to assist ratepayers, residents, businesses and community groups in response to the ongoing coronavirus pandemic.

Each person's circumstance is different. If the endorsed range of measures do not support a specific circumstance, please make contact with Council as soon as possible to discuss your situation.

Rate payments

Ratepayers can enter into payment plans or apply for financial hardship consideration regarding rates. Each case will be assessed on an individual's circumstance.

  • Waive interest on current outstanding rates and charges until 30 June 2021.
  • Suspend any debt collection until 30 June 2021, less than 5 years old.

Street trading permits

Waive fees for the 2020/21 street trading permits for the display of goods, A frames and footpath trading to the end of 30 June 2021. 

Rental payments

For Council owned commercial properties - Waive monthly commercial rental payments for businesses, impacted by the State Government's Restricted Activities direction, occupying Council buildings by lease or licence agreement until 31 December 2020. Commence a phased discount of rentals:

  • 25% monthly rental reduction – 1 January to 31 March 2021
  • 10% monthly rental reduction – 1 April to 30 June 2021
  • 0% rental reduction from 1 July 2021

  • 50% monthly rental reduction – 1 January to 31 March 2021
  • 25% monthly rental reduction – 1 April to 30 June 2021
  • 0% rental reduction from 1 July 2021 

Other support measures

Paid car parking - Parking meters will not be in operation from 19 August 2020 until 1 January 2021. Time restrictions will still apply.

Hire fees - Refund all fees paid in advance to hire Council facilities, including the Echuca Wharf and recreation reserves, if an event has been cancelled as a result of the pandemic.

User agreement paymentsRecalculate utility charges for the 2020/21 financial year for community groups occupying Council buildings and facilities by a User Agreement. Extend any payment terms of any outstanding fees until 30 September 2021. 

Debt collection - Commence debt collection in January 2021 for any outstanding service debtors incurred greater than 90+ days. 

Child care - Commence charging 2020/21 child care fees, on cessation of the Commonwealth Government’s recovery package funding. 

Waive the 14 day notice period for the cancellation of any child care attendance at Council operated child care centres and reintroduce the notice period on commencement of charging the adopted 2020/21 child care fees.

Public space trading permits - Continue to waive, on a monthly pro rata basis, fees related to the 2020/21 public spaces trading permits for the display of goods, A-frames and footpath trading, if businesses have been impacted by the State Government Restricted Activities direction, until the direction is revoked.

Food, beauty and accommodation premises - Waive one-half of the annual registration renewal fee for the 2021 calendar year, for businesses classed as Food Act premises or businesses under the Public Health and Wellbeing Act (beauty and accommodation premises).
