New management model proposed for Port of Echuca activities

Following consideration of an independent economic assessment of Council’s tourism activities within the Port of Echuca and various potential management models, Campaspe Shire Council has adopted an in-principle preference for a Beneficial Enterprise management model into the future.

A Beneficial Enterprise model is an “arm’s length from Council” approach whereby a separate body/division would undertake management of Council’s activities within the Port Precinct with fully delegated Council responsibilities but with full accountability to Council.

Mayor Cr Chrissy Weller said Council had considered extensive research and economic modelling over many months to help it determine the most suitable management model for Council’s Port of Echuca activities going forward.

“Council owns and or is responsible for a number of significant enterprises within the Port of Echuca so we must ensure that the management of these operations is both efficient and effective,” Cr Weller said.

“We believe that a Beneficial Enterprise management model will provide best value for the community while also facilitating and supporting local business growth and tourism opportunities into the long-term future.”

“While the modelling addresses a number of scenarios, the report indicates a community benefit (economic return) of $3 for every $1 that Council spends in the Port.”

For the information of the community, Council will make the Cloudstreet Economics economic assessment report of Council’s tourism-related activities in the Port of Echuca available on Council’s website, following the removal of any commercial in-confidence information.

To assist in the preparation of a formal action plan for Council’s Port Precinct enterprises, Council will now commission targeted market research to help identify gaps and potential duplication in relation to tourism offerings/services within the Port Precinct.

Council will also now consider Port of Echuca operations as part of a broader Bridge to Bridge precinct, to ensure a more holistic approach to the consideration of its Port of Echuca operations.
