Municipal Emergency Management Planning Committees

Municipal Emergency Management Planning Committee (MEMPC)

The MEMPC, established under Section 59A of the Emergency Management Act 2013, operates strategically to ensure comprehensive, collaborative and integrated planning occurs. With a focus on preparedness and resilience, municipal planning applies risk-based analysis to mitigate or reduce the consequences of emergencies on the built, economic, social and natural environments and improve community outcomes.

The MEMPC is the peak planning body for emergency management within the municipal district. It is the forum for government and non-government agencies to develop policies, procedures, strategies and frameworks to support coordinated emergency management planning for the municipality.  

The MEMPC membership includes representatives from:

  • Campaspe Shire Council | Municipal Emergency Management Officer | Municipal Recovery Manager
  • Country Fire Authority
  • Department of Families, Fairness and Housing
  • Department of Health

The MEMPC is chaired by Campaspe Shire Council’s Director Community Safety and Recovery.

Municipal Recovery Committee

The Municipal Recovery Committee (MRC) supports flood-impacted communities across Campaspe Shire. The MRC is a vital link between government departments agencies, other community recovery committees, impacted communities and Council.

The MRC membership includes representatives from:

The role of the MRC is to coordinate flood recovery processes and support flood-impacted communities within Campaspe Shire. This involves coordinating information, resources and services, establishing priorities and contributing to the development and implementation of the Municipal Recovery Plan.

The Municipal Recovery Plan provides an overview of recovery activities to be delivered across Campaspe Shire in response to the October 2022 Floods.

The Plan identifies actions against the Recovery Target Areas of:

  1. Health and Wellbeing (Mental & Physical)
  2. Building Social Connectedness
  3. Improve Flood Planning
  4. Building Community Preparedness and Resilience
  5. Tourism Recovery
  6. Agriculture and Business Recovery
  7. Public and Private Infrastructure Rebuilding
  8. Residential Housing
  9. Building Inclusive Communities
  10. Natural Environment Recovery

Council's flood recovery program is generously funded by the State of Victoria through Emergency Recovery Victoria’s Recovery Hubs Program in response to the October 2022 flood event which impacted Victorian communities in the Shire of Campaspe.
