Background

Council, under the Local Government Act 2020 (Act 2020), is required to implement a Revenue and Rating Plan to cover the four (4) year period following the council general election. The purpose of this document is to outline the rating and revenue collection processes Council will adopt for the 2025-2029 period to provide a number of services and facilities to the local community.

Council is currently working towards a new Council Plan and extensive community consultation has been carried out to inform this document. Until the new Council Plan is in place (due October 2025), the Rating and Revenue Plan has been prepared on the existing strategic objectives of the Council Plan and will feed into Council’s budgeting and long-term financial planning documents, as well as other strategic planning documents under Council’s strategic planning framework.

This plan is an important part of Council’s integrated planning framework, all of which is created to help Council achieve its Council Plan.

Community consultation

Council asked the community through a Rates and Waste Roundtable what they thought about the proposed rates differential and proposed waste facilities levy. The Roundtable provided feedback to Council to help make a fair, sustainable decision about how Campaspe Shire Council raises revenue and funds essential waste services. Members of the community roundtable developed a set of principles to help guide Council’s decision-making:

  • Equity – make sure it is fair and responds to everyone’s needs.
  • Fairness – people are getting what they paid for.
  • Outcome-focused – with a goal for financial and environmental sustainability.
  • Clear and ongoing communication – community members are aware and educated about rates and revenue.
  • Responsible use of revenues – ensure accountability of Council, and revenues can cover core Council services.
  • Flexibility – adapt and respond to community needs and emergencies, such as natural disasters.
  • Be innovative – explore new ideas and solutions for revenue and rating.
  • Learning from others – draw on local and international best practice examples.

These principles, along with feedback collected during the roundtable and broader community consultation, will be considered by Council as part of its decision-making on rates, revenue, and waste services.

The roundtable did not have an opinion on the fixed municiple charge but believed the current rate differential to be fair.

Changes for the 2025-26 Financial Year

For the 2025/26 financial year the following rate differential and municipal charge and waste facilities levy are proposed:

- General rate to be set as 100%
- Rural farm rate to be set as 80%
- Commercial rate to be set as 116%
- Industrial rates to be set as 116%
- Municipal charge per assessment of $275.00
- Introduction of a waste facilities levy of $94 per assessment with a decrease in other waste service kerbside charges.

We are continuing to consult with the community to understand what fairness means to you. These changes reflect strong support for user-pays where appropriate, shared contributions for public services and clear, itemised charges so you can see where your money goes.
