Expressions of Interest - Rochester Flood Study Reference Committee

Campaspe Shire Council with support of the North Central Catchment Management Authority is about to commence a review and update of the Rochester Flood Management Plan to extend the study of the Campaspe River from downstream of Eppalock to the Murray River with a particular focus on Rochester. The study will also model far more serious events than the previous study which only went to a flood having a 0.5% probability of exceedance in any year (200 Year ARI). The 2022 event was well in excess of this. It will also make a far more detailed assessment of the findings of the Lake Eppalock Technical Study as it relates to potential downstream flood mitigation. The Lake Eppalock study was limited to a high level assessment of potential benefits and costs of altered infrastructure and operating regimes.

The study will be overseen by a Project Control Group comprising representatives of Campaspe Shire, the North Central Catchment Management Authority, Goulburn Murray Water, the Victoria State Emergency Service and the Department of Energy Environment and Climate Action.

Applications are sought for the Flood Study Reference Committee (FSRC). This advisory committee’s role is to act as a sounding board to ensure all important aspects of the study are considered. It will provide a focus for discussion of technical, social, cultural, economic and environmental issues and a link to the community in relation to flood risk and management issues.

Applications are sought for the following positions on the FSRC:

  • ‘urban’ community representatives including representatives from commerce and industry, flood affected landowners, community organisations and those with relevant local knowledge;
  • ‘rural’ community representatives including property owners from along the river’s floodplain, irrigators and from the general area affected by Campaspe River flood flows.
  • Local special interest groups including First Nations, Emergency Services, contractors, environmentalists and those who may have other special local knowledge relevant to the study.
