A new master plan for Victoria Park and Scenic Drive is currently under development by Council to provide direction for the area's long term development and improvement.

Scenic Drive and Victoria Park are highly valued by the community. The reserves are used by a number of formal sporting clubs as well as a large variety of community groups and organisations. The reserves provide a range of sporting facilities, natural areas, tourism accommodation (ie. caravan park) and areas of significant cultural importance. The Boat Ramp area is integral to hosting the annual Southern 80 boat race as well as accommodating year-round recreational use. The Scenic Drive and Victoria Park reserves are also well used by the community for walking, cycling and a range of informal recreation activities.

VicRoads has recently confirmed designs for a second Echuca/Moama bridge which will pass through sections of the reserve and was not considered in the previous (2010) Victoria Park Master Plan. This project presents an opportunity to review the previous master plan and consider opportunities to improve the amenity, functionality, use and management of the Scenic Drive and Victoria Park reserves.
